An outage opens guards, pits and internal surfaces that routine cleaning never sees. What changes during shutdown cleaning is the dependency: every task sits between engineering release and the inspection, repair or restart that follows.

Put each cleaning task between two named events

“Press pit after isolation; hand back before bearing inspection” is useful. “Clean during shutdown” is not. The engineering lead should supply the release time, and the shutdown manager should name the next trade or check.

Newly exposed dirt is a programme decision
